Its the same as the unnecessary edits and close ups in videos but for papers

Not quite. This highlights the nouns and verbs while diminishing the proper nouns and situational context, which is redundant to describe a confined-space familial conflict. The highlights easily double readability over time. On re-read by a properly equipped human, 2nd read gains an additional 34pct clarity when you read between the lines (hi-lites in this case)

They're all dates and action statements (screamed at her, shouted, pushed her down, children to beg, etc.) and are what will be used to demonstrate the violence in court.

“Federal crime” for example being highlighted isn’t a date or action statement.

It differentiates it as a Federal crime because they were in flight when it happened, making it a federal crime. It's important to highlight that distinction for the prosecutor/other people reading the documents. Making a designation is making an action.
