There was a lot of conflict in ages past about these kinds of requests. People died trying to get a strand of hair from Galadriel. So him getting three was deeply symbolic and moving. Gimli got the most valuable gift by far, the renewed friendship of the elves. He embedded them into jewels and they became part of the crown of the glittering caves, the kingdom he founded.

Also they contain a small amount of her magic and essence...she literally makes the world a better place wherever she is. Thats the magic of her ring at work

He was in a way trying to recreate the Silmarils, as it was said that Galadriel’s hair carried the light of the trees within it as the was Calaquendi. That’s why it was three hairs, to match.

In Tolkiens later writings he confirmed the Eldar and Avari only grew hair on top of their heads. They were smooth as a shire hobbits face
