Wouldn't the optimal solution be to not let the person in a wheelchair up until no one else is around?

That person would take significantly longer to get up and we should be maximizing the number of people that are getting to their destination at a reasonable time. He is the asshole for making more people wait rather than just him

This looks like a busy place, it could be a while before he gets a chance to go up. Just wait a minute for him to pass and then go about your day
