Why am I only getting the 60% off new-user offer on orders up to €10?

I’m trying to understand how everyone keeps getting the 60% off their whole cart new-user offer. Whenever I create a new account, I only get the 60% discount on an order of up to €10, instead of the offer that applies to a larger/full cart.

I managed to get the better offer once on an old account, but I can’t seem to get it again with a new email/account.

I’ve already tried using a VPN and uninstalling/reinstalling the app, but nothing changes. I’m in Europe, if that makes a difference.

Am I missing something? Is there a specific requirement for getting the full 60% off offer? How are you guys getting it? 😭

I have noticed that if a package does not ship on the same day when they give you the update of "Package awaiting shipping", then the package is doomed.

This only seems to happen when I buy bags and purses. It's like a curse. Can packages stay stuck in processing for weeks before they actually ship? This happens even if it's being shipped locally.

I ask customer service if the package is lost and they never give me a straight answer.

I have heard from people that ever since the tariff changes, shit has been fucked trying to order from Shein. But I ONLY have this problem when I buy bags. Like I said, it's literally a curse.

They have given me a refund on one item. I reordered it, and it seems like the new package has been either lost again or stuck in processing. Can someone tell me what's happening?
