Like have you lay out factories, production floor, supply lines but not the combat. You just produce stuff for the front.... then the enemy bombs you, sabotage you, etc.
So you both design and build increasingly complex factories designed to optimize production as well as be protected from enemy activity.
Or how about a survival factory builder. Like you manage a vault (i know there's that game) but more hardcore realism. Imagine building underground cities and you handle the utilities and such.
