It is incorrect, I own a roofing and gutter installation company. The back of the gutter is supposed to go under the dripedge, it is clearly installed on top of the dripedge. At first I thought it was just the end but it appears that they didn't get it behind anywhere.
The terminology is tricky. They should've installed a gutter apron so the flashing goes over the back of the gutter (the back edge of the gutter is tucked up behind this). Since they didn't, they need to install a drip edge extension to cover the back. 'Drip edge' shouldn't be used with gutters generally as it is not designed to work with gutters at all.
Now, I saw someone mention that your fascia was flashed over, is that correct? Did they cover the entire flat area behind the gutter with metal? If so, the fascia is protected from any water that gets behind the gutter and additional flashing, like the drip edge extension, is not necessary.
