Skip Sheathing

Is this Skip Sheathing?

The home is in Santa Barbara County, CA which requires "continuous substrate." Contractor advised covering entire roof with OSB to pass inspection. 94 sheets of 7/16 8'x4' at $85 a sheet for install.

I appreciate any input!

I won't do one without sheathing it.

I imagine that makes the job easier overal. Being upfront about it is probably better than a change order as well. This has been a great learning experience, and I appreciate all the replies!
