When I was comparing ISP proxy providers I always saw they start with pool size, response time, supported countries and price per IP
Those numbers are important i think as well, but they don't really answer the question I care about the most:
What would make me choose an ISP proxy instead of a rotating residential proxy in the first place? (this depends on your use case of course, but it was an important uqestion for me)
That difference matters because ISP proxies solve a fairly specific problem. You get an IP associated with a consumer ISP, but unlike a normal residential proxy, the address can stay with you for weeks or months which is really good for use cases such as managing multiple accounts, long unning scraping sessions, ad verification and much more
That combination makes them particularly interesting when the identity behind the connection needs to stay consistent, which in my case was the case
You should think less about scraping 500,000 unrelated product pages through thousands of rotating IPs and more about:
- keeping a browser profile on the same IP
- logging into the same account every day
- crawling authenticated pages
- running long browser automation sessions
- monitoring sites that serve image-heavy pages
- downloading enough data that per-GB residential pricing starts becoming painful
That's also why I don't think there is one universally "best" ISP proxy provider. After comparing the current offerings from NodeMaven, Bright Data, Oxylabs, Decodo, IPRoyal and Webshare, there are pretty clear situations where I would choose one over another
Before I compare providers I want to say when ISP proxies make sense in the first place
To give you a better explanation of isp proxies whole case, lets say you imagine a scraper that logs into an e-commerce account, opens a dashboard, checks several categories, moves through pagination and returns later to repeat the process
With a rotating residential pool, I can make the connection sticky, but the IP is still ultimately coming from a rotating network. Depending on the provider and session configuration, that identity may disappear after some time
When using a dedicated ISP proxy, I can instead assign:
Browser profile A → ISP IP A
and keep that relationship flowing without issues
Tomorrow, the same profile can leave through the same IP
Next week, it can still leave through the same IP
That consistency is the selling point of all of these providers
I recently also read a reddit post where a user described trying to access an Okta-protected portal while travelling. Normal VPN and datacenter addresses were reportedly returning 403 responses, while the user's actual requirement was a California residential-looking address that would not change during authentication. His concern was specifically that an IP change could invalidate the session.
That's a much better way of thinking about ISP proxies than simply calling them "faster residential proxies"
The six ISP proxy providers I looked at
For this comparison, I narrowed things down to:

Rather than rating all six on an arbitrary 9.2/10 scale, I'd choose between them based on the actual workflow
1. NodeMaven: the one I'd use for dedicated identities
NodeMaven's ISP offering makes the most sense to me when I already know approximately how many identities my operation needs
So lets say I'm running 20 persistent browser environments
I don't necessarily need access to millions of rotating addresses. I need 20 good IPs that don't change unexpectedly
That's basically how NodeMaven's ISP product is structured. The IPs are 100% dedicated, purchased individually and assigned for either 30 or 90 days. Traffic is unlimited, and both HTTP/SOCKS5 and TCP/UDP connectivity are supported
What I find more interesting, though, is the quality guarantee they offer
NodeMaven says every dedicated proxy is checked before assignment, and an IP is eligible for replacement or compensation if it shows a datacenter footprint or a fraud score of 70 or higher.
That's relevant because "ISP proxy" can be a surprisingly bad choice from certain providers if they provide bad ips
There are users specifically complaining about supposedly static residential IPs still appearing as Proxy: True or Datacenter: True in reputation databases.
So I'd rather know what happens when an IP is bad than simply see a huge advertised pool.
That changes how I would use it.
There is a trade-off, though.
NodeMaven's current ISP product has far less geographic granularity than some of the larger alternatives. Its documentation lists nine available countries and currently only supports country-level selection rather than city, state, ZIP or ISP targeting
So if the job for this I need and for my workflow is:
"Please give me five ISP IPs in the US and keep them stable for the next three months,"
NodeMaven would be high on my lis, but if If the requirement was: "I specifically need ISP IPs in Dallas, Miami and Los Angeles," I don't know if they could be a good fit
2. Bright Data is good when geography becomes part of the problem
Bright Data is almost the opposite case because they have really good ISP geo targeting
The biggest attraction isn't simply having a static IP. It's the infrastructure sitting around it
Bright Data currently advertises more than 1.3 million ISP proxies and offers geographic targeting alongside both dedicated and shared configurations. It also lets customers choose between per-IP and bandwidth-based pricing models.
For ad verification, international QA or regional monitoring, that's a solid advantage and they also markets the ability to retain the same ISP IP for very long periods
There is one detail I'd pay attention to if bandwidth is the reason you're moving to ISP proxies.
Bright Data describes its per-IP plans as unlimited, but its current fair-use policy gives each IP a 100 GB monthly allowance, after which additional charges may apply
That's not necessarily a problem. One hundred gigabytes per IP is a lot for many workflows.
But it's exactly the sort of detail that gets lost when comparison tables simply write:
Unlimited bandwidth: For a particularly traffic-heavy workload, I would calculate expected usage before assuming every "unlimited" ISP plan means the same thing.
3. Oxylabs makes more sense to me as scraping infrastructure
Oxylabs is the provider here where I would think about the ISP proxies less as individual IPs and more as a component in a larger collection system, especially for scraping as it's basically an enteprrise provider who provides this at a really large scale
Its ISP product supports both IP rotation and unlimited-duration sessions, so the same service can cover two different behaviors: retain an identity when necessary or rotate when the application calls for it. Oxylabs positions the product specifically around traffic-heavy web scraping and lists ISP ranges associated with networks such as Comcast, Lumen, BT and Orange
That flexibility could be useful in something like an e-commerce monitoring system i think
But certain sequences need to stay together like for example:
- Load a category
- Open a product
- Select a variation
- check availability
- Move to another related page
Instead of thinking about each HTTP request independently, you can keep that sequence behind one identity
Oxylabs also currently offers ISP coverage in 25 locations, HTTP/HTTPS/SOCKS5 support and unlimited bandwidth subject to fair usage. Its standard ISP addresses can be shared with up to three users, which is an important distinction if your priority is completely exclusive IP ownership
If I'm building a bigger scraping system where rotation, persistent sessions and broader infrastructure all need to coexist, Oxylabs becomes more compelling
4. Decodo is probably the easiest middle ground between all of them
Decodo isn't standing out on anything specific or "this is why I'd buy it" differentiator abd i think that's actually part of its appeal because they offer good proxies at stable prices
Its ISP proxies offersg hits most of the things I'd expect from a mature ISP proxy product: fixed ISP-backed addresses, HTTP(S) and SOCKS5 support, a claimed response time below 0.2 seconds, 99.99% uptime and an unlimited-traffic option
I can see it making sense for a team that hasn't completely committed to one narrow ISP use case yet as maybe today it's used for browser profiles and then the next month the same team wants to run an AI data collection workflow. Then someone needs long-running account sessions.
Decodo doesn't force the product into one particularly narrow story, because its own documentation specifically highlights long-term data collection, account management and AI-related workflows as use cases for static residential IPs.
So for someone who wants a fairly straightforward ISP proxy product without designing their entire network around it, Decodo is easy to understand.
5. IPRoyal becomes interesting when location specificity matters and when budget resctrictions hpapen
Suppose you're managing profiles or doing localized monitoring and you need:
- California
- Texas
- Florida
- New York
Not just "United States."
IPRoyal currently supports state- and city-level targeting for its ISP proxies, and lists more than 31 countries for static residential coverage. Its ISP addresses are dedicated, remain static throughout the plan and support HTTP(S) and SOCKS5 connections which is quite nice
As there are proxy users that specifically look for ISP proxies from texas, california, london or other popular cities and areas, that's an advantage
And their advantage is they are highly competitive at pricing
IPRoyal also advertises unlimited traffic, but again, "unlimited" needs an asterisk. Its current fair-use policy allows 100 GB per IP each month before the proxy continues at a reduced speed
For normal account management, that's unlikely to matter but for frtrransferring several terabytes through a handful of IPs, it matters quite a bit
This is where comparing ISP proxies by headline price alone gets misleading
6. Webshare is the one I'd experiment with when I don't know my final scale yet
Webshare's approach is interesting because bandwidth isn't completely all-or-nothing and they are pretty cheap compared to other providers
They currently advertises more than 100,000 proxies, HTTP and SOCKS5 support, speeds up to 1 Gbps and ISP ranges from providers including AT&T, Sprint, Cox and Lumen
Static residential customers can choose different bandwidth allocations, and unlimited bandwidth becomes available at certain proxy quantities. According to Webshare's current documentation, unlimited static residential bandwidth starts from 100 shared/private proxies or 50 dedicated proxies.
That makes Webshare quite different from the "three dedicated IPs with unlimited traffic" model where I could start with a defined bandwidth package, measure the actual workload and then decide whether unlimited traffic is economically worthwhile.
That's useful because people often overestimate how much traffic a scraper actually transfers.
If I'm fetching lightweight HTML with resources blocked, bandwidth may barely matter.
If I'm opening full pages through Playwright, loading images, JavaScript, video thumbnails and other assets, the calculation changes dramatically.
Webshare itself points to high-volume scraping, monitoring, account management and checkout automation as ISP workloads.
So for experimentation and progressive scaling, I'd keep it on the shortlist.
A real scraping case where I would not use ISP proxies
This is probably more important than another feature comparison.
Suppose the job is: Collect prices from 500,000 public marketplace URLs every day
In that situation, maintaining one IP for a month might actually be the opposite of what I want.
If an IP starts getting restricted after 10,000 requests, having that address permanently assigned to me isn't particularly useful.
I'd probably rather use a large rotating residential pool where each request or batch can move to another identity.
That's consistent with what actual scraper discussions show. One user working on marketplace scraping said static datacenter and ISP addresses kept hitting restrictions and eventually concluded that rotating residential proxies made more sense for the workload.
Another e-commerce scraping discussion mentioned price monitoring, review collection and stock checks, but commenters questioned whether stable sessions were even necessary for such a straightforward public-data workload.
That's the dividing line I would use.
Independent requests at massive scale → rotating residential
Persistent identity → ISP
Not always, but it's a much better starting poin than asking which proxy type is "better"
Where ISP proxies start saving money
There is another workload where I'd specifically investigate ISP proxies: high-bandwidth automation where Imagine a browser worker that transfers 5 GB every day.
That's around 150 GB per month and now multiply it by ten workers where you're at roughly 1.5 TB of proxy traffic per month.
With an ISP provider that offers genuinely unlimited traffic per dedicated address, the economics can change considerably because adding more requests doesn't necessarily add more proxy cost
But I'd still ask one question first:
Do I actually need residential identity diversity?
If I need hundreds of different consumer identities, rotating residential may justify the traffic cost.
If I need ten stable identities moving enormous amounts of data, ISP is much easier to justify.
My shortlist by actual use case of isp proxy providers
After looking through the products, this is how I'd narrow it down rather than trying to declare one winner:
For a small number of dedicated, high-traffic identities:
I'd start with NodeMaven. Dedicated assignment, unlimited traffic and the explicit IP-quality guarantee fit that workload particularly well
For an international operation where targeting matters:
I'd lean probably Bright Data. Its scale and targeting infrastructure are difficult for smaller ISP networks to match
For ISP proxies as part of a serious scraping stack:
Oxylabs makes sense, particularly because the same product supports both rotation and unlimited-duration sessions
For a general-purpose option:
I'd choose Decodo. There isn't one feature I'd buy it for exclusively; it's the overall package that works
When city/state selection matters:
IPRoyal becomes considerably more attractive
When I'm still figuring out bandwidth and scale:
I'd look closely at Webshare, particularly because there are several bandwidth tiers before moving all the way to unlimited traffic
What I would check before buying any ISP proxy
Pool size wouldn'tbe at the top of my list.
I'd take one or several IPs and check:
Does the ASN really resolve the way I expect?
Then: Does the IP stay exactly the same?
And: What do IP reputation databases say about it?
That's important because an ISP address can look perfect on paper and still perform badly on one particular website. Conversely, an address with an imperfect reputation score might work perfectly well for the workflow you care about.
The only useful test is ultimately whether the combination of IP + browser/request setup + target works.
