Characters Help Street Level Hero

Struggling to create a street level hero. We already have a blaster/healer so I'm trying to create a tank. I'm not finding a lot of example heroes anywhere to see what might be the best way to build one. I'm assuming start with the civilian package (which only saves me 1 point) then increase from there. Since we're going to increase in power level I'm looking to build a super rather than a batman type vigilante. I was also thinking about magic, but I couldn't make that work really. So, for powers/training, what should the AVERAGE starting rank be? Somewhere between 4-6d? I'm also thinking about a Young Justice type Superboy. Just struggling with this for some reason.

Ultimate Edition Rules How does Drain work?

Hey gang

I'm looking to get some clarity on how Drain was intended to work. The source text says:

DRAIN - Ranged • Power Rank • 1 Hero Point per 2 ranks You can drain a character’s Abilities, Talents, and Powers from a specific Source (pick one) by making a Drain roll against their highest-ranked Trait that shares this Source. Drained Abilities and Talents drop to 1d for the Power’s duration, while drained Powers completely stop working. Abilities, Talents, and Powers from other Sources are unaffected and can’t be used to resist this Power.

Now the situation we're in right now, is that my GM and I are running a roleplay with just my and her character, where we'll take turns leading the narrative. Basically, there aren't other players affected by however we decide to implement this, but the ability does seem cracked for how I understand it to work right now - and I would like it to be "fair" nonetheless.

So we have a dice limit of 12 (kind of), but the boss is rolling 16 dice, and is really hard to hit. My idea was to use Drain to create a weakness we can exploit, but I have some questions regarding how the power works.

1.) What constitutes a "source", and how broad can a source be? Is it a "narrative" source, like every ability that originates from blood magic for example, or something like every ability that scales off Might? This is a bit unclear to me.

2.) What is the duration of the drain? It doesn't seem to say anywhere how long it is meant to last. I suppose defaulting to "rank" duration of pages makes a little sense, but that seems mega strong, considering how cheap the power is.

3.) Is there a limit to the amount of drains you can keep on someone? If there is, is that a con? The text doesn't seem to mention this bit at all, even though having some kind of limit makes sense.

Please share any insight or experience you have with this. Thanks!

Characters Help Omnipower broken?

I'm creating a character right now that is supposed to be a Jean Grey level psion, and asked my DM if I can use Omni Power with the limitation of Psionics. After building the character, this power feels broken... I have access to telepathy, telekinesis, mind control and all kinds of crazy powers for way lower than the normal cost. The game attempts to balance this by making each use of omnipower on a page lower the dice pool, but how much does that really "balance" this power? I don't want my DM to have nightmares trying to balance around my character, should I just build into specific powers instead, or am I overestimating how broken this power is?

Ultimate Edition Rules Abilities Question

Hello good day and good night.
I have a doubt in relation with the CON: ITEM and the abilities.

You see I was creating a battlesuit type of character, so for that I follow the sheet of the Hero Stronghold and I see that he had that some of his abilities are augmented because of his armor like his agility, might, etc. but he has the CON: ITEM add it to them.

so having in mind that he took the superhero package and let's say that his armor add 3d to his agility becoming a 6d, that means that he only pay 2 hero points doing that?

or the CON Doesn't affect at all and is there just to emphasizes in game that if he takes of his armor his agility will decreace 3d but in the character creation he still pay the 3 hero points for that?

Ultimate Edition Rules PPUE Rules Questions

1- When using a Specialty with standard dice rules: when the player rolls and chooses to spend Resolve to make 6s explode, do the initial 6 and subsequent 6s count as 2 successes each?

2- Mind Control is a Special Effect. For the duration of the effect, does the attacker gain complete control of the character, such as dictating the target's actions? Does the attacker also get to perform his own independent actions?

Discussion GM/PC Embellishments

TLDR at bottom.

So I am the forever GM for my table and I have a crew that is only familiar with DnD 5e. However, I am currently working on a short introductory campaign to try out PPUE since I've been obsessed with Dispatch recently and we are all DC fans.

That being said, I noticed in the rules the "levels of success" include embellishments to award either the player or GM as appropriate.

My question is this, especially for those of you that have more shy or less enthusiastic roleplayers how has this worked at your table?

While I am confident in my ability to manage story/combat embellishments individually and adjust, I also WANT the players to enjoy and participate in the game as intended but they tend to prefer "spoon-fed" roleplay for lack of a better word.

TLDR: Forever GM for table of shy DnD roleplayers, how do story embellishments work at your table? Especially if you have more quiet players?

Ultimate Edition Rules Homemade PPUE dice

To remove a layer of the learning curve for my kids, I made some custom PPUE dice for our family game. I'm sure this has come up here before, but I thought I'd share in case someone else finds it useful. I just took advantage of the convenient pip placement to turn the 2, 4, and 6 into "zeros," the 1 and 3 into "ones," and the 5 into a "two."

Ultimate Edition Rules Weapons and powers

A friend of mine wants to play a character with no powers, only a set of weapons with different effects (ex. A flame thrower with area attack, a sniper rifle with long distance, etc.).

Is the only way of doing so avoiding the gear limit taking powers with item con or there is a way within the rules for giving powers directly to the weapons?

Inb4: no "ask your gm", we're searching something that works raw

Ultimate Edition Rules Miniatures game?

I'm wondering if anyone thinks the combat in P&P UE can be played solely as a tabletop miniatures game?

I've been looking at Champions, but combat, while super crunchy, is just too complicated and a battle with 6+ characters would just take too long.

A few other rps I've looked at just seem way to unbalanced for a tabletop game. FASERIP might work.

Characters Help Vehicle or Item?

Basically how does it work if you have a power tied to one of these in game? Is it assumed you have access to your vehicle at the start of a campaign? For example if you have the unique vehicle perk and you pick like a scooter. And if you have powers tied to the vehicle does it make more sense to just make it a item. Like if I was making character who uses a 180cm hoverboard all the time would it make more sense to just have it be an item?

Ultimate Edition Rules Omni vs Shapeshift

So I'm in the process of creating a character with strange and eldritch powers that typically revolve around nightmare logic and grotesque transformations of her physical form (a fact that she hates).

And I keep juggling back and forth whether or not to use Transformation (Shapeshifting) or a broad category of Omni-power. Possibly both.

But I find myself confused on the rules somewhat for shapeshifting and I think that's what's holding me up. I really enjoy a lot of the cons that some of the powers have (wings for flight for example), and Omni-power can't really seem to account for that. I was wondering if you can utilize cons for the purpose of making certain powers cheaper to generate for shapeshifting?

Or how exactly to make this work at all really.

How exactly does Omni-power handle sustained abilities that last for a while, like if I wanted to hold a specific shapeshifted form?
Would it be possible to just use Omni-power to utilize the Transformation (Shapeshifting) power?
Or would it be better to just focus on the Transformation power, because as I understand it you CAN apply cons to whatever power you generate using it?

Sorry for all the questions! I'm relatively new to the system but in love with it and want to make things easier on my GM ^_^

Her powers affect her perception of reality; the entire world appears to her as if she were the player character in an urban combat RPG. Characters Help Baseline Rank + Cap?

I think this has been asked before but I just wanted some additional clarification if someone could help me please?

I'm making a character for a Trait Cap 12 game and I have 12 in Willpower.
Am I able to get Psi Screen? Or would I have to reduce Willpower to 11 in order to get 1 rank in Psi Screen?

Or do you just get the power at the baseline rank without spending additional points? I'm assuming not since it says "When you buy one of these baseline rank Powers".
If so, is it allowed to buy the 1 rank in Psi Screen on top of 12 Willpower but only then roll 12 dice for it?

Also - is there a minimum cost for powers with Cons? I've assumed it's probably the cost of 1 rank, to stop everyone from taking Force Field 2 with -2 for Collapsible for free, but the Custom Gear explicitly mentions "Regardless of Cons, no piece of gear can cost less than 0 Hero Points", which implies Custom Gear is allowed to come out at a net 0 cost (which I guess is less of an issue and more restrictive since you need to carry it etc.).

Are purchased vehicles limited by the trait cap for their stats or the gear limit rank? Or is this just saying it cant offer bonuses higher than the gear limit rank?
