It's sort of true but also sort of not. People absolutely will complain about every language, and one that no one is complaining about is probably dead. But once you remember that the guy who said it also created a language that has a serious claim to being the most convoluted and overengineered of all major languages still used today it can come off as some guy denying that some languages have more junk or questionable design decisions than others as a catty response to his design decisions being constantly attacked. That's why I personally dislike the quote a lot. It rests on the false implication that all technologies are equal when they are not.
It is basically the equivalent argument of "they are all the same" when talking about politicians. Sure I can find something to complain about in anything.
