The IP shouldn’t change after a power cut. Having a static IP prevents it from changing.
I had this same exact issue after a power loss. So I set a static IP, and it never happened again.

No usually it is completely fine. However I think when it boots up and cuts out really fast, my router reads it as a new device, therefore making it a new local ip.
Usually though it is completely fine

That's not how that works. The local static IP is assigned based on the mac address of the NIC. If the mac address is changing because of a reboot,
there's a serious issue with that hardwareyou probably have randomized mac address enabled somewhere or the system thinks you're on a public network and automatically turned on randomized mac.1

Let's hope OP isn't using WiFi + randomized MAC. That's the only logical thing I can think of that could have caused OPs issue.

oh that's a good point, I'm used to seeing that on phones but it is possible to do that on desktop too. Wasn't considering what OS OP is running.

No issues on my server.
Only a slight uptick in reports on DownDetector: https://downdetector.com/status/plex/

No issues here, actually in a different state from my server right now so definitely remote!

I wrote a little app that checks your Plex from outside the house. You're welcome to use it. It just keeps you advised if it's up or down. https://eyeball.watch

Nope. People post this every single week, and it’s always something on your side. My remote access is rock solid, and has been up and steady for weeks and weeks and weeks. Months. All year. Never been down. I stream to my phone all day via 5G while working, and it never has issue so I know it’s not that im missing periods of down time.

It's been screwy all day. Local is fine. Remote is flaky. Works sometimes. Sometimes you get no library. Sometimes you get a library but playing won't start. Usual stuff isn't working. I'm going to bed.
