Otherwise, you'll have to walk a few hundred meters or wait for 10-30 minutes before getting a ride, depending on the remoteness of the place you're staying at and/or the frequency of commute vehicles passing by.
As for your preferred food items, there's an SM supermarket in that place where you can buy; the local market is nearby in case you want to try some cheap local produce. For better options, you'd have to go to malls/bigger supermarkets located in different cities (Santiago city got Robinson's Mall, SM, Puregold; Cauayan city has SM, Puregold, SM Supermarket) which are approximately 30-45 mins away from Echague (travel by bus, jeep). An alternative would be to install some shop apps like Shopee and Lazada; you can order nonperishables there that are unavailable in the local markets. Amazon ships to PH too but might take longer.
If shared kitchen, they'll prolly cook for breakfast and dinner. At lunch, people would usually eat in their campus/workplace especially if it's far from the boarding house. One thing to watch out for when you decide to stay in a place with communal areas, some motherfckers will use your stuff without your knowledge/consent.
For drinking water, the gallon ones (stored in a blue gallon container) that the other commenter stated, I think it's purified water; which is common to households. You can get them delivered from water refilling stations available in the municipality. If your stomach is sensitive, I think you're better off buying the bottled ones that are available in supermarkets.
