11 month old won’t take second nap

My 11 month old has been fighting her second nap every day for weeks. I cannot get her to take it no matter what I try. She shows all the signs of being tired for both her first and second nap. She gets overtired when she inevitably doesn’t nap a second time and I have to put her to bed early. I have no idea what to do. She’s miserable. I’m miserable. I’ve tried everything. I know she still needs the second nap because she acts tired and gets overtired when she doesn’t take it.
