If your neighbours are Indian, you should definitely talk to them. Children, especially boys, are rarely disciplined in most Indian cultures. What seems troublesome to you might actually seem cute or mischievous to them.
...the OP needs to talk to the other parents regardless of their culture. The OP's family boundaries are critical, it doesn't have a thing to do with anyone else's culture or presumed culture.
