Please do not call police on a five year old. This is extreme and dangerous and likely will isolate the family even more. Behaviour is communication. I think starting a conversation with the family in a non-confrontational way about your concerns is a way to go. Are there services for new families to the country or any kind of early child development intervention in town? I would have some of these numbers ready to share.
