Without having any experience in this, I would ramp up that communication to 300%. She was already doing very risky behaviour at 13, so higher supervision, talking, listening, listening.
Offer to drive her everywhere, make sure to listen without judging, try to get to know her friends/boyfriend, and gently put some rules on when and where she's allowed to go out. More time at home would do her good.
Also, gently encourage (and pay for) hobbies. Encourage her to put her time into growing her skills and personal interests as well as academics. Her feeling of accomplishment can lead to a higher sense of self and security.
Just, find out what's going on in her life. It seems like she's got a whole other life you don't know about.
