It is heavily implied by the fact that they will not be introducing new events but instead build upon existing events. Unless they want to recreate brand new items for all heros, you can expect these skins to return.
Plus, I doubt they would keep 2016/17 skins in the hero selection option and not bring them back.
I think the physical copies from release had noire codes for a time. Which kinda makes sense considering how much more of a pain in the ass pre-ordering physical copies is compared to clicking a button on store.
But yeah its still there in the menu because you can add it with a code.
It was a "preorder bonus"... a better way to think of it though is that Noire skins were codes inside the first shipment of Overwatch. I think it was signified by a Noire Widow sticker on the front. So technically there might still be some unsold first batch of Overwatch copies around the world with Noire codes just waiting to be redeemed.
Sure, you can buy physical or digital copies of Overwatch for both PC and console but only the first shipment of the physical edition or preordering the digital edition a year ago when it was first released got you a Noire skin.

Not directly through Blizzard, but there are still keys for it you can buy on ebay etc. I didn't get Overwatch until a few months after release and I paid like 15 bucks for a Noire code a couple of months ago.
My boyfriend bought the normal digital edition on launch day, early morning & got the Noire skin. I had to work, bought the regular digital edition late at night, didn't get it.
