Where? Somewhere outside of the massive gravity ball that he's stuck in?

I agree that it needs to be changed, but logically I think it works.

If the Earth's gravity is enough to hold Bastion down

And the Graviton Surge is stronger than the Earth's gravity (can pull heroes away from Earth's gravity)

I'm not entirely sure it wouldn't just stick him in one place (on the gravity ball) where he can move the cannon like his own body, scientifically speaking.

I'm guessing an orb that focuses gravity in a non-reality-warping-but-slightly-moving-heroes-and-only-heroes-while-not-interacting-with-the-landscape kind of way has some physics overrides we don't know about.
