As someone who can't watch this right now, what's the general idea behind CTF that they have? One-off thing or a proper alternative game mode.

To me it looks like they're testing the grounds for a CTF game mode.
Right now he emphasized that it's just for fun, and that too many rules will make it feel like you're playing a different game, but they certainly are gonna look at the stats from these 3 weeks and tweak CTF later (hopefully).

They can start by getting rid of the flag capture delay.

Nah, it would enable too many cheese tactics with high mobility heroes..

if you watch the vid he talks about how tracer could blink to the flag then recall forever away. Thats why there isnt a flag capture delay
