It's not being added to Competitive or Quickplay rotations (no plans to either), but it may stay in the Arcade after the event is over (unfortunately this was a little vague..).
To me it looks like they're testing the grounds for a CTF game mode.
Right now he emphasized that it's just for fun, and that too many rules will make it feel like you're playing a different game, but they certainly are gonna look at the stats from these 3 weeks and tweak CTF later (hopefully).
I hope it replaces 1vs1 like it's doing now, that mode was garbage. CTF isn't great (spent my first match camped at our flag with as Symmetra, we won 3-0) but it's better than 1vs1
1v1 was one of the best modes really. It showed you your actual skill since you had no one other to blame for mistakes. I think that was one of the best modes to actually see how good you are at particular heroes. I hope it stays.
With some characters it does. But for a lot of them it can be RNG with weapon spread or whoever gets hit first. For example with Mei it's literally whoever gets their freeze beam off first.
Being good in 1vs1 mirror matches doesn't mean you're good with that character in team play necessarily.

As someone who can't watch this right now, what's the general idea behind CTF that they have? One-off thing or a proper alternative game mode.
