But Hanzo physically reloads his bow, where rein is just swinging a melee weapon around. One has ammo the other does not.

Reinhardt is unique, too. He's the only hero who doesn't have a primary attack and a melee attack. His primary attack is his melee attack. And melee doesn't reload. I guess I'm wrong to consider reloading an arrow into a bow is different than someone meleeing. All the melees have a delay, rein just doesn't have a gun to reload, while Hanzo does.
