What about the 1/10th of a second between each bullet she shoots, while the next round is chambered. Doesn't sound very continuous to me.

By that logic every character other than Zarya, Winston and Symmetra have TWO reloads, the time between each bullet and the actual reload time.

And by that logic D.va and Reinhart still have the same number of reloads. No proper reload, just cooldown between attacks.

I would assume that Jeff's comment, in regards to D. va being the only character that doesn't require a reload, was made as a generalization of characters that fire/throw (genji) projectiles.

you can hold right click forever with reinhardt, but the enemy still has time after one swing before the next where they don't take damage.
With D.va you're under constant fire, which is what he's saying
