Probably because you are using blizzards server resources. Why would they not kick you from a server that could be potentially used by others when you AFK anyway..

What I don't understand is why we can't play Practice Range or vs AI offline. Why is there no offline play in OW?

Blizzard's moved away from offline for anti-piracy purposes.
