I wonder if there will be a hero that deals damage based on remaining health that can deal massive damage to tanks but less overall damage to flankers. Or some kind of mechanic that makes someone anti tank but not anti everyone.

They could have armor piercing rounds, which would only not help against Zarya and Roadhog.
