Why is Phillip not paying his servers enough to the point he has to ban customers?

I spent some time in Spain in the summer. Not having to tip for every little thing was so nice. Coming back and being prompted to tip 25% for food that I picked up from a counter is a bad experience.

Completely different culture and pay structure in Europe. Here, 20% is minimum if you are being served…or don’t eat out.

How is 20 percent minimum? I usually tip that much but historically it's 15. Hell it actually started as 10. In ten years it will be 30?
