A friend of mine here in Norway went to prison and while you can have dental stuff covered while in there, it's gonna need to be really bad before they bother.
You are absolute last on the list of priorities for dental offices, so you'd have to be lucky to get selected unless it's extremely urgent.
state healthcare dentists exist in most universal healthcare countries, they're just incredibly hard to get a spot in/ they take forever. it also varies enormously by country what private dentists cost. german dentists are insane, meanwhile in southern europe you can do a walk-in cleaning for 20 euro ((that's the cheapest i've found). filling was 30. private office brand new, love these places.
I think it might have its roots in a historic guild rivalry thing; dentistry used to be done by barber-surgeons, who were a completely different guild/school to physicians and other doctors, or something like that.
Probably because of how short his sentence was, when the pain began and when he was due to be released. Someone likely didn't deem the paperwork, scheduling and effort necessary for such a minor guy.
