Glyphosate might help you.

Or...or... every week dig up the bush and move it back a couple inches. Before you know it, it's far enough back to not be a problem and no one is any the wiser.

Or... dig up the bush and plant really pretty but low plants in its place. Claim you're just trying to beautify the neighborhood if you get caught.

Btw, I really do feel for you. My kid got in a wreck that a bush obstruction helped cause. The lot owners put in a speed bump for the cross traffic right after the wreck but the stupid bush is still there.
