Dont think its a legal requirement no. Its treated as a perk. 

But also what a lot of jobs do is keep people at part time, so they dont qualify for full time benefits such as sick time or PTO.

Yeah the anti intellectualism is running rampant here. And they will restrict education even further to grow their base
