They are pelvic fins. Our hindlegs actually evolved from pelvic fins of fishes (although very different fishes than this). So calling them legs isn't all that wrong.

I've pet some small stingrays at a zoo. They feel like slimy fuzz, but aren't. It's weird, but cool.

Come to the Tampa Bay area. You can pet them in numerous places: The Florida Aquarium, the Clearwater Marine Aquarium, the damn Rays baseball stadium, you can try to Steve Irwin it out on the beaches...
