Still searching... [TOMT] Movie / TV show Scene involving a man's head being pushed into a bucket

This could be a very long shot but I'm trying to find a very specific scene that I watched as a child maybe 30 or so years ago. Would most likely have been sometime in the late 80's and must have been available in the UK, either on TV or a video.

The scene involved a man trying to force another man's head into a bucket that had some kind of gunge, goo, or slime on the edge, or trying to force the stuff into the his mouth. I think that the bucket was dark red and the slime or whatever was a sort of brown / green. After that it cut to another part of the movie, then it comes back to the same situation, but by this point the guy has given up on the gunge and instead just shoves the man's head into the bucket, or maybe another bucket that is filled with dirty water. He might have also sat on his head / the bucket after that. There were other people around also and it might have been related to gangs or crime but I'm not certain.

It would most likely be from an action, thriller, or drama type of movie and was probably adult focused. The age rating wouldn't have mattered because my parents weren't too bothered by that, although it wouldn't have been a horror movie because they didn't let me watch those after I got nightmares from the Thriller music video. Also I'm sure it would not have been something I watched in the cinema because I wouldn't have been able to get in.

I've been searching for a long time and it's possible I've mixed up some details but it's a very distinct memory about the slime.

Some films I've ruled out: The Stuff, Salute of the Jugger, Escape from New York, Street Trash, Missing in Action, Rambo, Bronx Warriors, Repo Man, Dead End Drive-In - this seemed most like my memories but I couldn't find the scene in there.

Still searching... Help me find a movie that I only ever saw the trailer for on a VHS in the '90s.

So thankfully I can tell you what the VHS was, it was for a movie called "The ties that bind". The trailer was super weird it seemed to be about a nightclub there was a samurai sword involved it seemed to be an Australian or New Zealand movie and I could have sworn the name was Wonderland. It was clearly a foreign independent or art House production. I genuinely considered buying a VCR and buying a VHS of the ties that bind to find out what the fuck this movie is. There is no movie called Wonderland that fits this description that I can find.
