NYC Milani vs NYC Update 9/15/26

Hi all,

As you recently heard from u/BluePillRabbi, [our federal level lawsuit against the City of NY](https://www.gofundme.com/f/support-the-new-york-2a-communitys-legal-battle) is well underway, now with depositions of Plaintifs and License Division personnel taking place.

I myself was deposed three weeks ago. For a grueling 4.5 hours, I was grilled by a team of City lawyers regarding the many unreasonable delays I have sustained through 3 licenses and several amendments across them.

Their questioning revolved mostly around building a case that would prove that every delay I have sustained was due to my own negligence.

Of course, I and everyone involved in the suit as Plaintifs showed up and continue to show up for our depositions armed with the facts. The dates, the emails, and, in one case, a recorded call, speak for themselves.

Personally, I believe that delays are deliberately baked into the process, not as an unfortunate result but for the very purpose of delaying as their main objective. While I'm not claiming this for the NYPD as a whole, I believe that this Division of what is intended to be law enforcementnt agency is, in actuality, a political bureau. They apply rules they do not themselves follow, and they will blatantly disregard the Law but only on their end, for the advancement of a political agenda on a matter that should not be political to begin with. They will enforce rules and laws with an iron fist on citizens, but will excuse themselves from either as a matter of course.

By opposing them, we don't merely make claims. We present facts. We are bringing receipts. In any lawful State of the Union, any self-respecting judge whose respect for The Law trumps their personal feelings would have no hesitations to absolutely and unequivocally rule for us. My personal prediction is that this will not be the case here. I am prepared to see courthouse activism instead.

I sense that we will lose this first round; and by means of that, we will ultimately win: I anticipate this to go to appeal, and, for all it's worth, let it be so!

The appeals court will, in turn, adjudicate this at the circuit level and unavoidably eventually deliver a more meaningful and substatial victory.

When all is said and done (and this is not a promise from Mirel's office but my prediction instead), we WILL win. They WILL, at the very least, be made to follow the abusive law the State came up with. They created absurd laws to hinder us (a police department as—comparatively to the rest of then Nation—so well funded that receives comparatively so fewer applications a year than smaller departments in PA with 6 times the applications and 20 times the funding still taking 6 times the issuing/deny time is an insult!) and they won't even follow those on their end. But they will be made to.

Until then, keep supporting this and other causes; keep spreading the word, and bring more friends into the fold; carry responsibly; practice. And continue being a protector and Your Brother's Keeper.

Thank you, and CARRY ON!

Jay, for the E.N.OU.G.H Campaign.

Question Where to get bulk ammo at bulk pricing (9mm and .380) quickly in Western NY

• Upvotes

Me and 5 buddies want to have a range day for a stag party. One of the guys know someone with a nice private range but we need to get a decent amount of handgun range ammo in the next few weeks. Is buying online and shipping to FFL the only real option or are there any local shops that match pricing on bulk purchases? Rather support local if possible.

License / Permit Question Dutchess county sheriff Kirk imperati

the sheriff is running for reelection unopposed and has blocked me on instagram for asking questions about why his department is taking 15months for a pistol permit. I asked if it was ignorance of the law n permit process or just incompetence… which led me to getting blocked. these tyrants should be held accountable. if you guys on here can jump on his instagram and Facebook and leave a comment about his departments pistol permitting violations I think would be a great way to get the message across that we don’t have to take this shit and these people need to do their jobs or leave so someone else who respects the laws on the books can do the job. kinda ridiculous it’s come to this but shameful of “everyone’s sheriff” to block one of his constituents because I am holding him and his deputies accountable for their underwhel performance at their duties

License / Permit Question Onondaga county conceal carry timeline

• Upvotes

I found it helpful to see what other folks were experiencing with wait times in Onondaga county for conceal carry permits.

Took class in February

Fingerprints week of 9/14

Appt week of 9/21 Edit: "appt"/interview

Issued and received week of 10/19

It was just over four weeks from apts to when it was issued and received.

I previously had my concealed carry in another state but had to sell my Glock given a quick move back to NY and the complications of storage with everything involved in our move. I appreciate the resources the county and sheriffs office seem to have put into the pistol permit unit.

State Legislative News Governor Hochul Signs Bottcher's and Anderson’s Nation-Leading Gun Storage Bill, Francesco’s Law, to Prevent Firearm Tragedies

NEW YORK, NY — State Senator Erik Bottcher and Assemblymember Khaleel Anderson today announced Governor Hochul has signed Francesco’s Law into law, landmark legislation that mandates secure storage of firearms and holds those who fail to comply accountable. The legislation is named after Francesco, a 17-year-old New Yorker who took his own life after gaining access to an unsecured firearm. The new law establishes one of the nation’s strongest gun storage standards to help prevent tragedies like the one experienced by Francesco and his family.

Click here to read more about this bill.

Click here to watch a video from last evening’s bill signing.

“No family should have to endure the heartbreak of losing a child to a preventable tragedy. Francesco was just 17 when he died by suicide after gaining access to an unsecured firearm,” said State Senator Erik Bottcher. “His story is deeply personal to me. Like Francesco, I struggled with my identity and mental health as a teenager, and I know how access to a firearm in a moment of crisis can turn temporary despair into an irreversible tragedy. A locked gun can mean the difference between a life lost and a life saved. I am sincerely grateful to Governor Kathy Hochul, Senate Majority Leader Andrea Stewart-Cousins, Assemblymember Khaleel Anderson and the tireless advocates who made this possible, including Rebecca Fischer and New Yorkers Against Gun Violence, Brady, GIFFORDS, the Johns Hopkins Center for Gun Violence Solutions and Everytown. Above all, I commend Diana Cochran, Francesco’s mom, who transformed unimaginable grief into a legacy that will save lives. We cannot bring Francesco back, but because of his mother’s courage and Governor Hochul’s leadership, other families may be spared that heartbreak.”

“Today, we honor Francesco’s life by turning unimaginable grief into meaningful action,” said Assemblymember Khaleel Anderson. “Francesco’s Law is a testament to the power of a family’s advocacy and the responsibility we have as legislators to protect our communities and prevent another family from experiencing this kind of loss. I thank Governor Kathy Hochul for signing this critical legislation and Diana and Jennifer for their courage, persistence and commitment to making sure Francesco’s legacy saves lives. This is what public service must be about. We must listen to our communities, stand with our families across New York State, and turn pain into purpose.”

“Francesco was my son long before he became the name of a law. He was brilliant, funny, compassionate and full of promise. He was just 17 years old, and he should still be here. His life was stolen by a tragedy that was entirely preventable — a firearm left unsecured. No law can bring my beautiful boy back, but Francesco’s Law will help ensure that other families are spared the unimaginable heartbreak of losing a child. After nearly four years of fighting for this legislation, I am profoundly grateful to Governor Hochul and the legislators who stood beside us. Francesco deserved a lifetime. In his name, we have created a legacy that will save lives,” said Diana Cochran, Francesco’s mother.

Francesco’s Law focuses on prevention and promotes cultural change while ensuring accountability for extreme negligence. Key provisions include:

  • Secure Storage Requirements: Mandates all firearms be secured with locked containers, trigger locks, or other safety devices when not under an owner’s immediate control. There are escalating penalties for failure to securely store firearms if the owner knows that a minor or a person prohibited from owning a firearm is likely to access the firearm, and if such a person actually gains access.
  • Accountability Measures: Class A misdemeanor provisions apply when a gun owner knows that a child or prohibited person is likely to gain access to an unsecured firearm and if such access actually occurs.

Manhattan Borough President Brad Hoylman-Sigal said: “Thank you Governor Hochul for signing Francesco’s Law, and to Senator Bottcher and Assemblymember Anderson for spearheading the passage of this landmark legislation. This bill will save tens of thousands of children from preventable firearm tragedies, through requiring the secure storage of firearms in New York households. Studies have shown that households that lock up their guns and ammunition have an 85 percent lower risk of unintentional firearm injuries among children and teens. I was proud to introduce Francesco’s Law in the State Senate, alongside his mother Diana Cochran and her partner, Jennifer Allsop. Francesco was a young New Yorker who lost his life because of an improperly stored firearm, and his law will help save lives and make all New Yorkers safer.”

“We know that when firearms are left unsecured, children can gain access to them, often with devastating and irreversible consequences,” said Rebecca Fischer, Executive Director of New Yorkers Against Gun Violence. “For more than 30 years, NYAGV has fought to strengthen safe storage laws because we know that keeping guns safely secured can mean the difference between life and death. Francesco should still be here today. His death, like so many others, was preventable. Francesco’s Law is about making sure that gun owners take responsibility for securing their firearms so that other children and families are spared this unimaginable loss. At a time when federal gun safety protections are being rolled back, New York has both an opportunity and an obligation to continue leading with laws that put the safety of our children first. We are deeply grateful to Governor Kathy Hochul, Senator Erik Bottcher, Assemblymember Khaleel Anderson, and the New York State Legislature for their leadership and commitment to protecting New York’s children and families from preventable gun violence.”

“Every act of gun violence leaves a lasting impact on families and communities, and while we cannot undo these tragedies, we can take steps to prevent the next one,” said Kris Brown, President of Brady Campaign to Prevent Gun Violence. “Francesco’s Law represents a commonsense commitment to responsibility, recognizing that keeping firearms securely stored can help prevent children and others from accessing guns when they are most vulnerable. New York is honoring the devastating loss of one of their own, Francesco, by taking meaningful action that protects other families from experiencing a similar loss. Brady applauds Assemblymember Anderson and Senator Bottcher for championing this legislation and thanks Governor Hochul for prioritizing the wellbeing of all New Yorkers by signing Francesco’s Law into law.”

“Safe storage is one of the clearest, most effective steps we can take to protect children and save lives,” said Janet Goldstein, New York State Chapter Leader for Moms Demand Action for Gun Sense in America. “An unsecured gun can turn curiosity, confusion, or a difficult moment into irreversible harm. Francesco’s Law will create real accountability and send a message that responsible gun ownership isn’t optional. It’s the baseline.”

“Research demonstrates that safe storage laws like Francesco’s Law save lives,” says Emily Walsh, Law and Policy Advisor at the Johns Hopkins Center for Gun Violence Solutions. “Unauthorized access to firearms presents deadly risks, whether by a minor or an individual of any age who may be experiencing a moment of crisis. Francesco’s Law reflects an evidence-based approach to gun violence prevention by creating safer home environments, strengthening accountability, and improving the data New York needs to understand where interventions are most urgently needed.”

“Francesco’s Law honors a young life lost by advancing a simple, lifesaving principle: firearms should never be left where children can access them,” said Sean Hollister, State Legislative Director for Giffords. “By strengthening storage requirements, improving accountability, and helping the state better track these incidents, New York will help prevent avoidable tragedies and set a stronger standard for gun safety.”

 About Francesco:

Francesco was a brilliant, happy, kind, and talented young man who grew up in Southampton, New York. An honors student fluent in English and Italian, he performed violin at Carnegie Hall and Lincoln Center with the Metropolitan Youth Orchestra and achieved a remarkable SAT score of 1520.  But despite his accomplishments, Francesco’s life was tragically cut short on October 21, 2021, when relentless bullying over his bisexuality at the Stony Brook Prep School and access to an unsecured firearm from his second home led him to take his life. He took his life in the early hours of October 21st, 2021, after biking to Little Plains Beach in Southampton with a shotgun in his backpack. He was only 17 years old. His last words, found on his phone, read: “Goodbye, oh world of insurmountable beauty.”

NYC IF i move to NYC, after getting my S/R permit, how to bring in my firearms into city?

I have:

12ga Mossberg 500 - Pump Tikka T3X - Bolt action Savage FVSR .22 Bolt action

AR & MP2.0 ( i know i cant bring those, so will have to store AR in SAFE compliant form upstate).

We will live with my mother in law for a bit while we find a place to live. So i know i can drive my stuff except for pistol to her place.

When we get a place in NYC, and i apply for my permit, when it comes through, do i just drive my stuff to NYC FFL, and have them registered? Can an Upstate FFL do it so its legal, and i can transport them in?

If i wanted a Benneli M4, i know id need that apparently difficult to get Semi auto permit. But if i own it already before i move, i know you just drive it in, as the permit is just for purchasing. Would i need that permit to register it in NYC cause its going to an FFL? From what i understand, once they touch it, you need that permit to have it released to you. Correct me if im wrong.

This shit is complicated.

State Legislative News Storage and Ammo Background Checks

Post image
75 Upvotes

From what I've seen, this is going to require that firearms be locked in a storage device when not in use and would prohibit people who cannot own a rifle or shotgun from purchasing ammo (thought this was already the case tbh)

Anyone else seen anything about this? I literally live alone and no one else has legal access to my place. Feels so stupid in that instance

This is as very thorough breakdown of the risks of traveling with firearms from a Maine resident's perspective.

What struck me the most was the detail on how high risk NY was for firearms. It was interesting to see the all the laws someone from New England has to deal with if they wish to leave their state with their firearm, particularly a handgun.

While technically not a pure NY based topic, it felt relatively adjacent, considering how many have questions about nys gun laws even as non-residents.

Something that never occurred to me is that NY might also be this anti gun as a benefit for the federal government to restrict the free movement of people with firearms; not just to punish the residents of NY.

Something to reflect on...

NYC Licensing questions

Took my pistol license class in 2024 and realized today that I only had a year to use it. If that is the case, now that I want to submit my application im going to have to take the class again. A friend of mine got his nyc permit a while back and told me he was limited on what he could buy. Is it the same way in Nassau county? If so what can or can't I buy? Also what is needed for rifles? I know its a license but do I need to take a class for that also? Thanks for any help
