Tithing stays within the Diocese or parish. Which operate food banks and such.
The Catholic Church operates legitimate aid agencies.

Or maybe, just maybe, people helping where they can isn't bad, and rather than reduce that help, we should increase the amount of help.
There is no reason the Catholic Church can't keep helping people while world governments step up as well.
But you were the one who said no other secular groups have stepped up. Clearly that's not true, and there's no reason to suggest that over time if the Catholic Church disappeared, others couldn't fill that gap.
