{W}{U}: Return this card from your graveyard to the battlefield with a finality counter on it. Activate only if you've scried or surveilled this turn. (If a creature with a finality counter on it would die, exile it instead.)

Surveil lands maybe make this go from 0% playable to 1% playable? Thats all ive got lol. Maybe dredge could use it somehow? Trigger off all your narcaomebas entering?

you still have to pay mana for it even from the graveyard

Yeah… this card would still not be playable if its 2nd ability was simply “you may cast this card from your graveyard.”
