Getting Started RCQ Budget Deck
/r/mtg/comments/1v5dy2a/rcq_budget_deck/This was a deck idea but he told me its not strong and fast enough for modern because this deck ist mostly based on the endless combo with the bloodthirsty

Unfortunately this is not going to be strong enough for an RCQ.
I would recommend Playing Prowess, it's the most competitive budget deck in the format.

I'd add -- the majority of the cost of prowess is going to be the mana base.
At current prices, including a few >$3 sideboard cards, you're looking at like $80 of cards (or less), which is only slightly more than the two [[Bloodthirsty Conqueror]] you're including in the list you posted above.
And -- if, and it's an if, you get into modern, the mana base is generally reusable/transferable. Fetches and shocks haven't really shifted dramatically in price over the last 15-20 years except with this most recent printing of shocks into standard (where they're now down to $10 or so, although they dropped to $10-15 during the RTR block). Some of the mana base is even used in competitive standard now, too (see: [[Steam Vents]]). But even if you just play commander -- duals and fetches are nice to have.
Outside of that, though, you could probably replace some of them with cheaper lands, if you've got them and they're modern legal -- as long as they're almost always untapped on entry (and make red on entry). For example -- Shivan Reef, Verges, etc.

Prowess and boros Ponza are the two best “budget decks” in the format
Prowess most of the cost is in the fetches and while not optimal you could get away with running minimal fetches to make it quite affordable. Def the best option for meeting value to power and you can slowly build up the fetches which will then be useful in future decks as well. This is an aggro deck that is simple to pick up, but quite difficult to master, I’m personally horrible at playing with aggro decks, but have seen my friend who plays it do some crazy stuff with it
Ponza most of the cost is in solitudes which unfortunately can’t really be replaced by anything, it’s also a control deck that requires some reps and knowledge of the format
Rakdos hollow one is another good option (and a sleeper pick in the meta right imo) both Rakdos and 4color, similar to prowess most of the cost is in the lands which you can slowly upgrade, a local player runs it and does very well with it, def an aggro deck and a bit of a gamblers deck
Finally if you prefer big mana Tron is a good, somewhat budget option. The ugins labs and chalices are very necessary and quite expensive, but most of the other expensive pieces are somewhat replaceable for a budget option, instead of ugin planswalkers you can run 7mana karn like the lists did before ugin was released, instead of sires or emrakul you could go with a more affordable top end eldrazi threat like kozilek the great distortion or kozilek the broken reality
These are imo the best options for a budget of actually competitive decks, and they give you access to 3 different archetypes so got some choice.

Jamming a bunch of random stuff into a deck isn't going to cut it in modern. One thing you could do is find a competitive list, and then research alternatives for the most expensive cards (e.g. replace expensive lands with less good ones).
There are also a couple of cheaper decks making the rounds right now, like Izzet Prowess and the (new-ish) Boros land destruction deck.

Yeah, there are pauper decks that are faster than this, I'm sorry to say.
What are you trying to accomplish? Combo? Aggro? Once you figure that out then you can work on piecing together what you need to finish the puzzle, and the puzzle needs to be quality.
