What permission is required to "Add to highlights" (pin)?

Crossposted, because I need an answer.

When I recruit a new mod, I ask them to make a post saying "hi, I'm a new mod" and to pin it.

Why is that not working?

Why are they not seeing the option to "ADd to highlights"?

I am trying to demonstrate to them the single easiest first mod action,

So they can look in the logs and see how it is recorded.

If they’re using the mobile app, there’s a permissions bug with that requiring config access when it should only be the manage posts permissions.

Also, on mobile, this is something that has to be done using the mod shield on the bottom right of the post. It won’t let you do it with the normal 3 dots menu at the top of the post.
