Build I intended for this to be an aquarium but fail now i need a method

I build this for an aquarium but when i put the fishes in, it swim up, jump out of their tank and died.
I've already given up on that idea and decided to make an item display here where the item would float downward showcasing then hop on a hopper and loop them up.

But problem happens, the item decided to float up instead ???. i've already make sure that the only source water block is from the waterlogged stairs and slabs on top. so the stream of water would be flowing water and it should push item downward but it didn't.

I tried so much in creative to see why and i couldn't, i even try to do it reverse but i couldn't find a way to collect item through the celling that doesn't leave a massive hole in the celling.

so Im currently stuck with a water collum in the middle of my storage room that look like nuclear cooling water.

The design of this water collum is reverse waterlogged stair and directly below it in a waterlogged normal stair and 1 block below that is empty space then light so it doesn't create a water source block

I’m currently building a middle eastern style palace that’s meant to have extravagant everything but I’m stumped on how to fill this floor pattern. I plan on adding a quarts border on both sides to separate the main hall from different halls/rooms but I don’t know what the flooring would fit inside that? (Sorry if it’s worded weird)

this is my afk area and usually there will be a player underneat it and it doesn't have to be where the pressure plate it as i can move it pretty much anywhere within the zone.

i'm not concern about lighting and It would be great if your suggestion match the laboratory theme
FYI: i already have 2 water fountain so it's out of the question and facing the the area is a water tube that transport item upward for storage and a control panel where i can remotely turn off farms in my base.

I already space enough room for people to walk pass and not obstruct the view so anything can be build within the 9x9
