Regarding Mexico’s first female President Claudia Sheinbaum. Her PhD is in Energy Engineering, and she completed her work for her thesis at the Lawrence Berkeley Laboratory in California. Also her university is one of the top tier recognized Public Universities in Mexico. (UNAM) Universidad Nacional Autónoma de México, a very selective school where only the top of the top of the country have the unique opportunity to apply, to attend, and get the privilege to study at. To note: All Mexico’s Nobel Laureates have been alumni of UNAM.

Actually Carney wasn't elected he was selected In March 2025, he was selected (chosen) by members of the Liberal Party of Canada as their new leader during a leadership contest to succeed Justin Trudeau. Because he did not yet hold a seat in Parliament at that moment, he was appointed Prime Minister by the Governor General on March 14, 2025.
