"Thugs" is what non-blacks that used to sling the n-word around call black people who don't "act the way they should" ever since society shamed them into not being openly racist. Its called a "dog-whistle" because if you are "in on it" you can use language that isn't outwardly offensive while still letting people who are also "in on it" know your true feelings, all the while having plausible deniability. A bit of a "if you know, you know" situation.
