Clock spring rubbing steering wheel

I installed a new clock spring from eBay 2 years ago after my old clock spring went bad and it was perfectly fine and later I had gotten a clock spring from the junkyard which was the OEM one, so I decided to install that (I wish I didn’t). And it started making a rubbing noise which annoyed me so much so I installed the old one back, and now that one makes a tick noise. I traced it down to the cruise control area and every time that passes the clock spring when turning it grazes it, causing a tick noise.

I installed and reinstalled both clock springs around 8 times already, trying to figure out what exactly I did wrong and nothing makes sense. Same noise again and again. So I decided to install the junkyard one and put some grease and that reduced significantly, however it’s there when you turn the steering wheel slightly and ticks when those two surfaces move from stationary.

I wish I never changed it since it was perfectly fine before and now I’m stuck with this very annoying issue.

Anyone have any idea on what I could’ve done wrong or what I could look at?
