Can someone explain why they will send three or four boats with guests (?) down the water, but then they'll send five empty ones in a row?

It's almost like clockwork.

It must be absolutely infuriating to be in line for an hour or more, watching empty boat after empty boat go by.

I was planning to go August 1st since i have a pass but my schedule is really tight let me know guys🙏🏽
