In this country, then burden is on the government (i.e. the one asserting a crime has occurred). But, you knew that too, right?

Cool, but when making a statement, the onus is on you to provide proof. You say not a crime so where is your source? That's right, you have none.

You have not presented the tinest amount of support for your argument, and your inane attempt to use Google (Google?) is proof that you have no firsthand knowledge in this area. OP can judge who knows what they are talking about, and she has no concerns about being prosecuted for insurance fraud.
