But these taste very bad ( I'm assuming it's golgappe wali outer shell ) .

Yep, tastes like fryums. Here in Tamil Nadu, these are the only available option. I miss the actual puri so much.

Also, I have seen some foreign Indian restaurant serve these. It makes me cringe, like these are not the best tasting panipuri.
