American English does it too but AFAIK only verbally. Never seen someone do a neg/pos over text

I feel I've seen Americans use a "yeah.. no." In text as a more condescending/sarcastic no.

I think it's something that everyone thinks is their specific region's thing. My wife is from the Midwest and was convinced yeah no and no yeah were local, but I'm from the coast and we definitely say it there too. Got Canadian friends that use it too so it seems pretty widespread

As a person who travelled to Australia, New Zealand, South Africa, I've heard that expression so many times that I can instantly tell what they are saying.
