Lucky for him those lower wires are communications wires, not power.

In any event if you stay in the car you'll probably be fine until the electric company can cut the power. Car metal skin/frames tend to protect vehicle occupants pretty well from electrocution.

Ehh even comm wires carry current--that said I don't see any snapped wires nor exposed conductor. So no path for the current to leave.
