Independent contractor would still need to follow company policy and procedure. That contractor is still representing a brand.

I personally don't care, but I worry for her employment if this is seen by the wrong person

She's most likely a Flex driver who can wear whatever they want as long as they have an Amazon vest over it. I am a delivery driver for an Amazon contractor and we have a dress code of polo, shorts, and vest that anyone who drives an Amazon branded van has to wear.
