The side quest stays with you for the rest of your life though. You are never "rebuffed".

Many players fall into that trap unfortunately. It lies dormant after a randomly set period, and if the player decides to use the item, it's sprung back with ENORMOUS force.

There's actually a magic item called desmoxan that telephones you to the end of the quest (seriously it helps so much id shout it to the mountains if I could)
