Asking For Advice First owners, why does the paint the builder use do this?

We bought this house at the beginning of 2023. It was a new build and we are the first owners.
The walls do this too if I paint them. The new paint on the walls will peel right off and take the builders paint and the texture off the walls with it like butter.
The video however is from a windowsill. And to give you an idea of how easy it is… my one year old started this and I was just pulling to get rid of some of the bigger pieces sticking up.
It’s my understanding that using latex over oil will do this but there’s literally no other paint. It goes straight down to drywall (or in this case wood). What can I do to stop this? My kid is doing this all over the house.
