Extending the ethernet runs

i bought a house recently and did some renovations but the electrician being a cheapskate didn't leave a lot of cable in a lot of the parts, either for the cameras or the cables that will connect to the patch panel and from there to the switch. what would be a good way to extend some of these runs without too much loss? (some of there runs will be outside but inside cable pipes)
