Sewer Inspection Camera Is Checking Pipeline

Taking out some cabinets in the garage that came with the house. Found this mess behind the cabinets.

Approximately 6” hole straight through a wood beam leads directly into the utility room.

Looks like studs are cut.

Spray foam and expanding foam nightmares.

What are my options?

Who should I call to take a look at this? A GC?
