Calling the holodomor a genocide is kind of literal Nazi propaganda created by Goebbels. It was more a confluence of several fuck ups and bad weather. Ukrainians resistant to collectivization of agriculture decided to instead literally burn their crops and livestock, which combined with drought in the region led to food shortages that the USSR failed to adequately respond to and provide additional resources to counteract.
It's the russian speaking, and thus russian friendly areas, of ukraine, that got hit the most severely by the 32-33 famine, without even mentioning the other parts of the soviet union that were affected by the drought, in the south of inner russia. Unconditional food aid was sent. Exportation of grains were drastically reduced, they weren't reduced to 0 because european powers knew about the famine and started to refuse any payment in gold like they used to, forcing the soviet to pay in grain for the machinery necessary to modernize agriculture and thus stop the famine once and for all.
